letter of credence; credentials; letter of commission (for high commissioners)(指一国派遣或召回大使、公使时，由国家元首致接受国元首的正式文书。须由派遣国元首签署，外交部长副署countersign，由使节亲自向驻在国元首递交。使节只有在递交国书后，才能得到国际法所赋予的地位)
